Aquaculture Development Coordinator

Job Title: Aquaculture Development Coordinator
Location: Majuro

A. Purpose: The Coastal Fisheries Division of MIMRA is responsible for the following activities:

  • Facilitating the development of community-based resource management (CBRM) for conservation and sustainable livelihoods throughout the Marshall Islands
  • Achievement of the Micronesian Challenge goals of effectively conserving 50% of near-shore marine areas
  • Developing regulations, monitoring and enforcement processes to better manage coastal marine resources, including threatened and endangered species
  • Assisting developing aquaculture and other means of sustainable livelihood initiatives. Assisting developing aquaculture and other means of sustainable livelihood development
  • Educating the community about marine resources and regulations governing these resources

As a member of the MIMRA Coastal Fisheries Division, the position will be required to lead or participate in a variety of projects and activities to help the team achieve their annual work plan. The special focus of this position is to

  • Promote and support the development of aquaculture and provide technical and policy advice to the Director on development of aquaculture in the Marshall Islands.

Aquaculture is an important economic activity for alternative income generation on outer islands, and also
as a major commercial interest attracting substantial foreign investment.

This role covers both an operational aspect

  • Overseeing the management and operations of aquaculture research and development facilities in the Marshall Islands, and
  • A policy, regulation, monitoring and enforcement aspect – ensuring the development of aquaculture is done in a way that is beneficial to the environment and the people of the RMI

While working under the direction of the Chief for Coastal Fisheries Division, this role demands strong leadership in overseeing aquaculture initiatives and driving successful outcomes.

B. Responsibility 1: Oversight of aquaculture, Ciguatera Research and Coastal Fisheries Development (40% of time)

  1. Facilitate the development of aquaculture group at the community level
  2. Provide support to community’s group/association with grant writing and development of workplans
  3. Supervise the work of the clam farm manager and the fish farm manager including: setting a monthly workplan, monitoring achievements the plan and assisting with problem solving when needed
  4. Support the clam farm and fish farm managers with the ordering and inventory of supplies
  5. Coordinate potential aquaculture sites and aquatic species throughout RMI
  6. Document potential aquaculture sites and aquatic species throughout RMI
  7. Promote aquaculture farming through public awareness and training
  8. Develop annual workplan clear objectives and expected results for each facility (Woja, Likiep, and Arno Atoll)
  9. Prepare a brief monthly report on progress in each facility and annual reports on achievements and constraints
  10. Identify barriers and constraints to achieving the expected results and recommend changes and improvements
  11. Provide technical support to aquaculture-related projects (Institutions, Private sectors, etc.)

Ciguatera

  1. Assist with ciguatera projects on an as-needs basis
  2. Assist with the development of annual workplan for ciguatera monitoring in RMI region
  3. Assist with monitoring, research and socioeconomic surveys on Ciguatera
  4. Collaborate with international and inter-island laboratories on species identification and analysis of ciguatera toxicity level
  5. Provide support with the development of ciguatera profile for RMI atolls

Coastal Fisheries Research & Development

  1. Explore and conduct research on potential alternative livelihood projects & market opportunities
  2. Coordinate and facilitate the development of Fisheries Association
  3. Support local communities resource management through stock enhancement
  4. Provide annual reports for Aquaculture report for RMI

C. Responsibility 2: Aquaculture, Export and Invasive species Policy, Regulations, Monitoring and Enforcement (30% of time)

  1. Contribute to the development of policy and regulations concerning aquaculture development and trade in the Marshalls
  2. Contribute to the development of monitoring and enforcement procedures
  3. Carry out monitoring and enforcement of regulations
  4. Contribute to the development of policy and regulations concerning marine invasive species
  5. Carry out monitoring and research of marine invasive species in RMI

D. Responsibility 3: Team Responsibility and Projects (15% of time)

  1. Developing grant applications and proposals for funding
  2. Carrying out dive surveys for special purposes as required
  3. Liaising with donors and attending international meetings
  4. Assisting in and carrying out public education and awareness activities
  5. Other tasks as directed by the Director or Deputy Director of Coastal Fisheries and Community Affairs.

E. Responsibility 4: Team Planning and Management (15% of time)

  1. Attend and participate in weekly team meetings for the Division
  2. Prepare a monthly or quarterly individual workplan
  3. Report back weekly on achievements and results, and any constraints or barriers
  4. Participate in the MIMRA performance management system as directed by Executive Director or Deputy Director of Coastal and Community Affairs
